Discussion: Not all tortures leave traces: whether Ukraine complies with ban on torture

Despite ratification by Ukraine of a number of international instruments directly prohibiting torture, the practice of torture still exists in our country. According to the data from the Justice Ministry, Ukraine lost 14 cases under Article 3 (prohibition of torture) in the European Court of Human Rights last year. The plaintiffs received more than 150,000 euros in compensation from the state budget. The UN Subcommittee on Prevention of Torture was recently forced to suspend its mission to Ukraine due to denial of access to places of detention of the Ukraine’s Security Service. The risk of using torture is the highest exactly in these places with limited access. The number of such places is nearly 5,000, according to the National Preventive Mechanism.
