Presentation of Research Findings: The System of Registration of the Place of Residence in Ukraine

We invite everyone who cares about these issues or is interested in them to participate in  a discussion which will take place on November 11, from 11 a.m. to 12:30 p.m. at the Ukrainian Crisis Media Center (Kyiv, 2 Khreshchatyk str., Ukrainian House)

The current system of registration of the place of residence in Ukraine still does not meet the needs of the current society. It is too complicated and burdensome both for the end user and for the system of government in general.

According to preliminary estimates, about a third of Ukrainian population do not live at their official place of registration, indicated in their passports. At the same time, they do not register their actual place of residence. For this reason, they are unable to realize most of their socio-economic, labor and political rights.

The first reason for this situation is the complicated procedure of registration, which involves unnecessary red tape. Another reason is related to housing rent: the black market rent; the fear to lose one’s property because of misinformation about legislation, particularly in property rights.

What does such a complicated system entail? What are its consequences for the population, and what are its negative aspects for the government itself?

The event will involve a presentation of recommendations for improving the procedure of registration of the place of residence, based on the analysis by the CEDOS Think Tank.

The study was organized as a part of the initiative for think tank development, realized by the Renaissance Foundation in partnership with the Think Tank Fund, with financial support from the Embassy of Sweden in Ukraine.
