Boarding school Parasolka in Zakarpattya region – is the only institution where people with disabilities are integrated in life

Participants of the monitoring visit within the framework of the National Preventive Mechanism consider the youth department of the boarding house Parasolka (Umbrella) in Zakarpattya region a paragon of a boarding school for people with disabilities.

As reported by the press-service of the Ukrainian Commissioner for Human Rights, monitoring group reached such conclusions during unwarned visit to the institution located in Tiachiv town.

The institution is designed for 25 people, at the time of visit there were 22 persons aged more than 18 years old, and more than 85% of the pupils are representatives of the Roma national minority.

First of all, the monitoring group noted that the management of the institution demonstrated maximum openness during the inspection of premises and provision of information, provided an opportunity to communicate freely with the pupils.

The monitoring group also drew attention to the healthy psychological climate in the institution. Fosterlings are open for communication, they communicate with ease, talk about their successes, achievements and desires. Residents are well-groomed and dressed for the season. All rooms are cozy, clean and filled with toys. Bed sheets are changed once a week.

Monitoring group was told that a property complex with housekeeping area and grounds were repaired by courtesy of philanthropists from Switzerland and representatives of the Charity Organization Medical Aid Committee in Zakarpattya. They also bought the necessary equipment and furniture for bedrooms.

The pupils of the institution are provided with a high-quality and balanced 5 meals a day, which includes meat and fish, dairy products, seasonal fruits.

Members of the monitoring group became convinced that each individual in the institution is treated with an individual approach and the employees of the boarding school are looking for innovative approaches so that the pupils can return to society and be able to arrange their own life independently. Parasolka has developed programs for the adaptation of pupils in the society, in addition, various seminars and master classes are held by Ukrainian specialists and specialists from Switzerland. The institution has its own carpentry workshop, a loom, a workshop.

“We are incredibly pleased with what we saw, this is the only institution in Zakarpattya in which people, who are incapable of self-serving, are helped with adapting to life and are stimulated to self-development and self-realization. In turn, this will partially solve the problem of stigmatization of people with disabilities and will help them to maintain an active participation in the life of society”, – noted Oleg Grigoryev.

According to the monitoring group, Parasolka is a perfect example of how residential institutions should look like.

The report on the results of the visit will be sent to the Ministry of Social Policy of Ukraine and the administration of the Zakarpattya Regional State Administration.
