Only 20% of court rulings are fulfilled in Ukraine.

Justice Minister of Ukraine Pavlo Petrenko said this, the Ukrayinska Pravda media outlet reports, citing the Ukrainian News agency.

The level of fulfillment [of court rulings] is 20% in Ukraine. It’s a pitiful number,” he noted.

Corrupt and unmotivated public officials are the main reason for the low level of fulfillment of the court rulings, the Minister says. Therefore, the Justice Ministry initiates the introduction of the Institute of Private Bailiffs.

In addition, the Minister announced that the state was set to issue bonds to pay the citizens with securities to fulfil the rulings of the European Court of Human Rights (ECHR).

The Government, the President, and the Parliament should find a mechanism to fulfill the rulings of the European Court of Justice,” BBC Ukraine quotes the Minister as saying.

According to him, the state will issue public debt securities, which citizens will be able to receive as repayment of their claims.

We are elaborating this mechanism. It was agreed on with the expert by the Council of Europe, and I hope the Parliament will adopt these proposals,” the Justice Minister of Ukraine added.
